통일 이후 구동독 공업도시들의 도시특성과 도시성장에 관한 연구: 라이프찌히와 할레를 중심으로

체제전환과 이것의 사회적, 공간적 결과에 대한 연구는 1990년대 주요 연구주제 가운데 하나였다. 구동독의 많은 도시들은 통일 이후 체제전환과정에서 경제적 침체를 겪었으며, 할레도 이 가운데 하나였다. 할레는 통일 당시 라이프찌히와 유사한 지경학적 특성을 갖고 있었지만 체제전환과정에서 두 도시는 서로 다른 도시발전을 보이게 되었다. 이 연구에서는 이러한 도시성장의 격차를 가져온 요인으로서 도시산업잠재력, 접근성외에 인적 자원, 가용 토지, 도시를 둘러싼 주변지역의 여건 그리고 도시정책 등을 제시하고 있다. 통일을 준비해야 하는 우리로서는 체제전환국들의 사례를 토대로 통일 이후 북한 도시들 간의 경제적 격차를 최소화할 수 있는 정책을 마련할 필요가 있다.
Abstract
Transformation and its social and spatial consequences were major research themes in the last 1990s. Many cities in the former GDR were suffered from economic depression after German unification and drastic privatization. Halle was one of cities that had many problems according to unification and transition. Although Halle and Leipzig had similar geo-economic conditions at the starting point of transition after unification, two cities showed different paths of urban development. In this study some factors such as economic characteristics, human capacity, land, socio-economic conditions of surrounding areas and policy measures were defined as important determinant factors. Since we should prepare the Korean unification, we should develop some policy measures that can minimize economic disparities between cities in North Korea after unification based on some lessons of transition economies including German cities.
