본 논문은 북한의 도시화 과정을 세부적으로 알아보기 위해 두 측면의 도시연구를 진행하였다. 첫 번째로 북한의 27개 도시를 대상으로 시(市) 산하 동(洞) 의 신설과 확대과정을 통계적으로 분석하였다. 그 결과 동 갯수의 절반 이상은1950년대 후반과 1960년대 사이에 집중적으로 신설되었음을 볼 수 있었다. 반면 평양과 청진(함북)을 제외하고 1970년대부터 적은 수의 동이 신설되었고, 1970년대 이후 북한의 낮은 도시화 과정의 침체를 나타내었다. 1980년대와1990년대에는 신설된 동의 수가 약간 증가하지만 이는 특별한 도시건설 계획이실현되는 경우임을 살펴보았다. 두 번째로 1980년대 이르러 제일 늦게 시로 승격된 8개 도시의 옛 읍과 옛 노동자구가 있었던 위치를 통해 각 도시의 도심지와부심지의 위치를 조사하였다. 조사된 8개 도시는 대부분 옛 노동자구 즉, 탄광과소위 ‘옛 공업’들과 연관되어 있다. 따라서 한반도 통일 후에 북한경제가 글로벌시장으로 인해 열리게 된다면 이 지역들은 구 동독의 공업도시들과 같이 많은 어려움에 처하게 될 것이라 전망하였다.
Abstract
The paper first conducts some statistical analysis about the question when and how many dong (urbanized areas within a city) in the 27 cities of North Korea have been created to determine in detail the process of urbanization of the country. It could be clearly shown that more than half of the number has been established in the late 1950s and the 1960s. On the other hand, except for Pyongyang and Chongjin(Hambuk), the small number of newly established dong from the 1970s on can been seen as an indicator for a low urbanization process in North Korea at that time. In the 1980s and 1990s the number of newly established dong did slightly climb especially in cities in which a particular city construction plan has been realized. Secondly, in the case of the eight North Korean cities which have been established since the 1980s, the locations of former up (capital of a county) and former workers’ districts have been reconstructed to examine the central district and subcenters of each city. Regarding the eight cities surveyed most of the former workers’ districts which may be subcenters of the cities now have been associated with mining industries or other so-called “old industries”. If after the unification of the Korean peninsula the northern part of Korea will be exposed to the open global market this area will face many difficulties, such as the industrial cities of former East Germany.
