Abstract

The public bike system have various economic benefits that can consist of user benefits (mobility and health improvement, transport cost reduction) and social benefits (the reduction of air pollution, noise, congestion, and bike accidents and the employment effect). Some of these benefits, however, have been underestimated or have never been reflected in public bike system projects in Korea. As a result, public bike system projects in some cities were delayed or abrogated without their economic benefits being assessed explicitly. The objective of this paper is to comparatively estimate the willingness-to-pay attached by the users for expansion of public bike system in the Changwon-city using a contingent valuation survey, aimed at providing policy-makers with useful information to make an informed public decision in introducing or expanding public bike system. For this purpose, the survey was carefully designed and implemented to meet a number of recommendation rules suggested in the literature. This paper compares three models (single-bounded model, double-bounded model, and spike model) to estimate respondents' willingness-to-pay and economic benefits for expanding public bike system in the Changwon-city. The estimation results reveal that double-bounded model and spike model are superior in terms of WTP estimates' significance and economic benefits' confidence intervals to the single-bounded model. The overall results show that the respondents received the hypothetical scenario well and would be willing to pay yearly about 6,420~10,035 KRW for the proposed programme. The economic benefits stated by the public amounted to approximately 2.50~3.92 billion KRW per year. This quantitative information can be used in cost-benefit analysis for public bike system projects.
