최근 순천시는 2021년부터 스포츠 산업을 체계적으로 지원할 종합체육시설(순천형 스포츠파크)을 건립하고 있다. 순천형 스포츠파크의 조성이 지역 주민의 건강 증진에 기여하는 것은 분명하다. 공급에 따른 기여의 정도를 평가하기 위해서는 편익을 수치상으로 표현해야 한다. 본 연구는 순천 시민을 대상으로 ‘시설 이용’과 ‘모든 시설 이용’에 대한 WTP 를 각각 추정하였다. 분석 결과, ‘시설 이용’의 평균 WTP는 13,421원, ‘총이용비’는 41,433원으로 나타났으며, 가구당 연평균 WTP는 각각 161,052 원과 497,196원으로 추정되었다. 이러한 결과는 응답자들이 시설 이용료의 2배에 달하는 부대 비용을 지불할 의사가 있음을 의미한다. 또한, 스포츠콤플렉스와 가족 친화형 시설에 대한 투자의 중요성이 강조되었다. 본 연구는 시민의 선호를 반영한 가치추정의 기초자료를 제공하며, 지방자치단체가 공공 스포츠시설을 건립할 때 주민의 생활 질 향상을 위한 재정 규모의 적정 수준 판단에 기여할 수 있을 것이다
Abstract
Recently, Suncheon City has planned to establish public sports facilities (Suncheon Sports Park) that will systematically support the sports industry starting in 2026. The provision of the Suncheon Sports Park is expected to contribute to the health improvement of local residents. To evaluate the extent of this contribution, it is essential to quantify the benefits. This study estimated the WTP (Willingness to Pay) for ‘facility usage costs’ and ‘total usage costs’ among Suncheon citizens. The analysis revealed that the average WTP for ‘facility usage costs’ is 13,421 won, while the WTP for ‘total usage costs’ is 41,433 won, with the average annual WTP per household estimated at 161,052 won and 497,196 won, respectively. These results support the appropriateness of establishing the Suncheon Sports Park when compared to the average expenditure on currently used sports facilities. In particular, the importance of investment in sports complexes and family-friendly facilities was emphasized. This research provides a foundational reference for estimating values that reflect citizens’ preferences and can aid local governments in determining the appropriate level of financial investment needed to improve residents’ quality of life when constructing public sports facilities.
