Abstract
There are increasing concerns on fine particulate matter (PM2.5) in Korea. The annual mean PM2.5 concentration is far higher than the World Health Organization guideline and several thousands of people are dying earlier than expected due to PM2.5 in Seoul. National authorities and Seoul Metropolitan Government have made various efforts to solve the problem. How much should we spend for PM2.5 management, considering scarcity of public resources (e.g., public budget)? Applying contingent valuation with a spike model, the paper estimates the benefit of PM2.5 management in Seoul. We find that each household in Seoul, on average, is willing to pay $126 (95% confidence interval: $114∼$137) a year for a reduction of annual mean PM2.5 concentration by 10㎍/㎥. Taking the total number of households in Seoul into account, the total benefit of PM2.5 management in Seoul is $492 million (95% confidence interval: $446 million∼$537 million) a year. A simple comparison shows that the benefit is several times higher than the current expenditure in Seoul.
