Abstract

In order to issue Seosil-iban(閪失立案) in the late Joseon Dynasty, the applicant had to submit the application for drafting to the government, and the government had to go through the process of calling the applicant's three neighbors, namely Samgyurin[三切隣], to confirm the authenticity of the facts. Meanwhile, Hanseongbu(漢城府), which was in charge of notarization of land and houses in Hanseong(漢城), the capital city, instructed the 5 departments(五部), a subordinate office of Hanseongbu, to investigate the Samgyurin necessary for issuing the document, and report the results. This is the unique characteristic of Hanseongbu, which is the central government office of Joseon and has the only sub-administrative organization of 5 departments among local government offices. Accordingly, in this paper, we reviewed the notarization procedure of Seosil-mungi(閪失文記) of the Hanseongbu in the late Joseon Dynasty, and looked at the documents of the 5 departments of the Hanseongbu, which had not been well covered in the research of ancient documents. In the process of notarizing the Seosil-mungi of Hanseongbu, 5 departments were mainly issued Cheobjeong(牒呈), Chosa(招辭), and Ibji(立旨). 5 departments was a sub-administrative district divided into 5 departments, Hanseongbu, and had a more detailed understanding of land and houserelated matters within each jurisdiction. Therefore, it would have been easier to investigate the facts related to the life of the people in general. On the other hand, the notarization procedure of Seosil-mungi in Hanseongbu shows a gradual change over time. In the early and mid-17th century, an applicant submitted an application for drafting to Hanseongbu, and after 5 departments of the investigation on Samgyurin were completed, the Hanseongbu Seosil-iban was issued. However, from the latter half of the 17th century, the plan gradually changes to the location, and the applicant submits the possessions that were previously posted to the Hanseongbu directly to the 5 departments. Then, after the 5 departments completed its own investigation on Samgyurin, it reported it and had it issued for the office of Hanseongbu, or documented Samgyurin's statement and returned it to the applicant and had it directly issued for the location of Hanseongbu. From the middle of the 18th century, the issuance process became more simplified as the location became established as a notarized document in earnest. First of all, it was a method of receiving a location by raising the application for location in the 5 departments and receiving a location in the Hanseongbu based on the location of the 5 departments. Among the two locations, the location in Hanseongbu became the final notarized document.
