미국의 “핵태세검토보고”(NPR)는 핵전략을 수립하고 핵능력을 구축하는 기본적인 지침을 제공하기 때문에미국의 확장핵억지, 즉 핵우산에 의존하는 한국에게는매우 중요한 문건이다. 핵우산의 역할과 타당성을 제대로 이해하고 자체적인 핵옵션 행사가 필요한 경우에 대비해서 바이든 행정부가 발간한 NPR의 내용을 면밀하게 분석하고 정책적 함의를 파악해야 한다. 본 논문은 바이든 NPR의 중요한 항목을 분석하고 한국의 안보를 위해 고려해야 할 정책적 함의를 도출했다. 바이든 NPR은핵무기가 재래식 무력으로 대체할 수 없는 독특한 억지력을 발휘한다고 보고, 역동적인 안보환경에서 안전하고 효과적인 핵억지가 미국의 방어전략과 확장억지 공약의 토대라고 규정했다. 이와 함께, 군비통제, 위험감소, 핵비확산을 통해 핵에 대한 의존도를 줄이는 노력도 병행하겠다고 밝혔다. 한반도는 핵시대에 들어섰다. 핵의 세계에 무지해서는 국익을 지킬 수 없는 시대가 된 것이다. 자체적으로 핵무장을 하던지 남의 것을 빌려서라도 핵전력을 운용할 능력을 갖추라는 것이 다수 국민의 요구다. 특히 바이든 행정부가 NPR에서 한국에 확장억지를 제공하는 데 있어서 “억지 딜레마”에 빠졌다고 밝힌 사실에 주목해야 한다. 미국이 전략자산을 전개해서 확장억지를 제공할 때, 중국과 러시아의 반발과 무력 개입으로 큰 핵전쟁이 발생할 수 있다는 미국의 우려를 제대로 이해하고 대책을 세워야 한다.
Abstract
The US Nuclear Posture Review (NPR) provides basic guidelines for its nuclear strategy and building required capabilities—a very important document for the counties depending on the US nuclear umbrella such as South Korea. It should carefully analyze the NPR and take relevant policy implications to understand the role of the nuclear umbrella and to prepare for taking its own nuclear options, if necessary. This paper analyzes major part of the Biden NPR and draws major policy lessons for enhancing South Korea’s national security. The Biden NPR states that nuclear weapons provide unique deterrence effects that no other element of US military power can replace and believes that in a dynamic security environment, a safe, secure, and effective nuclear deterrent is foundational to US defense strategy and the extended deterrence commitments. At the same time, it says that the US will make parallel efforts to reduce the role of nuclear weapons through arms control, risk reduction, and nuclear nonproliferation. The Korean peninsula has entered a nuclear age and ignorance of nuclear knowledge will have South Korea fail to defend its national interests. Majority of South Koreans demand its government either to launch an independent nuclear development program or to share American tactical nuclear weapons in Korea. In particular, it should be noted that the Biden NPR acknowledges that North Korea’s nuclear threat presents deterrence dilemmas for the United States and its Allies and partners. This concern should be the basis of a future South Korean strategic planning that a crisis or conflict on the Korean peninsula could involve a number of nuclear-armed actors, raising the risk of broader conflict.
