북핵 30년 넘는 기간 동안 미국과 한국의 진보 보수정부는 다양한 대북 정책 등을 적용하고 일시적인 성과와 실패 등을 반복하여 왔다. 북한의 핵미사일 능력이 지속적으로 증대되고 한반도에서 핵전쟁 가능성이 지속되는 상황에서 기존의 All or Nothing 접근 방식은 실현가능하지도 참가국 어느 국가에게도 실익을 주지도 않는방안이다. 본 논문에서는 하노이 회담 이후 정책 전문가커뮤니티에서 주류로 자리잡고 있는 핵군비통제 방안을소개하고, 이러한 방안이 참가국들인 한국, 미국, 북한모두에게 수용가능하고 실익을 제공하는 동시에, 신냉전의 장기화 상황에서 미국의 대전략과 한국의 글로벌중추 국가 위상 강화에 기여하는 방안임을 제시하였다. 한반도형 핵군비통제 방안은 북한의 핵을 보유하는 것을 인정하는 것도 아니고, 한반도에서 억제능력과 안보를 포기하는 것이 아닌, 미국과 한국에게는 실질적이고 지정학적인 이익을 제공해주는 동시에 북한도 수용할수 있는 방안임을 논증하였다. 한반도형 핵군비통제 방안을 통하여 미국과 한국이 더 중요한 지정학적 문제에집중함으로써 한반도 전쟁 가능성을 줄이고, 한국의 글로벌 중추 국가 위상을 강화하면서, 한미 글로벌 포괄적전략 동맹 강화에 기여할 수 있음을 제시하였다. 기존의평화 혹은 억제 일변도의 방안이 아닌, 새로운 방안으로핵군비통제 방안은 추진될 수 있다.
Abstract
Nuclear Arms Control is a taboo in a policy community for North Korea nuclear issue. However, nuclear arms control measure does mean neither an acceptance of North Korea as a Nuclear State nor giving up of denuclearization of North Korea. Nuclear Arms Control is a realistic approach that is only acceptable measure to all participated states – the U.S., the Republic of Korea and Democratic People’s Republic of Korea. Nuclear Arms Control is beyond CVID and FFVD by step by step approach for a same goal of CVID and FFVD. By Nuclear Arms Control with North Korea, the US is able to save energy and energy and more focus on China issues with Indo Pacific and NATO countries. The Republic of Korea as a global pivot state is able to focus on a same goal with the U.S., Japan, Indo Pacific countries and NATO countries by maintaining a peace on the Koran Peninsula and focusing on China, more fundamental security problem. Nuclear Arms Control is not an option but an inevitable choice and benefits for the U.S., the Republic of Korea and Democratic People’s Republic of Korea.
