Abstract

The operating costs of extended urban and metropolitan rail projects are generally borne by the respective local governments based on the beneficiary-pays principle. However, most of the demand for these extended rail lines originates from commuters traveling to and from Seoul, as the majority of these routes connect to newly developed cities. Residents of Gyeonggi Province primarily use these extended lines for commuting to Seoul for work and leisure, resulting in most consumption, income generation, and business activities occurring in Seoul. Consequently, the tax revenues generated from these economic activities are largely allocated to Seoul and the central government. In contrast, the areas in Gyeonggi Province where these rail extensions are built are predominantly residential with some convenience facilities, meaning that local governments receive minimal direct financial benefits from the railway extensions. Despite this, these local governments bear the full burden of operating costs, leading to significant long-term financial challenges. Therefore, this study examines recent cases of extended urban rail projects such as the Byeollae Line, Jinjeop Line, and Hanam Line to assess the scale of operating costs borne by local governments and propose policy recommendations for securing financial resources to address this issue.
