Abstract

According to Putnam, social capital is formed by long historical and cultural processes. However, such a Cultural Deterministic perspective contains a significant limit because it excludes the possibility that social capital can be formed in relatively a short time through broad participation of people. In other words, if we accept his theory uncritically, it becomes very difficult to understand and explain the various cases of the social capital formation which are found in many underdeveloped countries. People's Campaign in Kerala, India is a good case to show the limit of Putnam's theory. The Campaign clearly reveals the fact that, if there were favorable circumstances, social capital can be formed in a very short time by people's participation and conscious effort.
