Abstract

The People's Campaign for Decentralized Planning in India's Kerala State(1996-2001) has been focused by World Bank and many democracy theorists and development theorists. This study considered significance of The Campaign and introduced main contents of the case, especially social development and local democracy, and suggested the implications of it. The following are the major results of this study. Firstly, The People's Campaign was stimulated by the 73rd and 74th constitutional amendments of 1993. The major contents of constitutional amendments were establishment of local-self government institutions and its substantial practices, recovery of women's rights and SC/ST rights, and transparence and responsibility of local self-government bodies. Secondly, the People's Campaign considered needs and opinions of residents at grass roots, and emphasized their decision-making through residents' direct or indirect participation and deliberation at each level's meetings. Especially, The People's Campaign delegated 35-40% of local budgets to residents' decision making. Thirdly, the performances of The People's Campaign are social sector developments, especially participation and redistributive policy for women and SC/ST, and reduction of corruption and enhancements of transparence of local government agencies. Fourthly, civic political culture was cultivated in local area of Kerala. The People's Campaign established institutions of grass roots level democracy and consolidation of it, namely associational and deliberative democracy as well decentralization and participation at grass roots level were realized at local area of Kerala. Finally, The People's Campaign may provide many lessons for local areas of other states of India and other countries(asia, middle and south america, and africa) where grass roots democracy is not developed or is developing.
