초록

Since the 1990s, India has struggled to find the most suitable foreign policy instrument for serving its strategic autonomy and spirit of non-alignment. While India’s former prime ministers conducted successful experiments on applying strategic partnership, the current Modi government seems to have maximized the utility of this quality tool. Strategic partnership as a foreign policy instrument provides leeway for foreign policy decision-making regarding the scope and the extent of the cooperation. In this regard, this paper endeavors to examine how strategic partnership has become an appropriate and quality tool of India’s foreign policy that serves India’s interests, especially under the Modi government. An analysis reveals that the government is effectively articulating and deploying strategic partnership to serve Prime Minister Modi’s foreign policy goals and strategies, such as Act Asia, Make in India, and the Indo-Pacific Maritime Cooperation. Under the Modi government, strategic partnership tool provides flexibility in India’s foreign policy in terms of determining the scope and the extent of the cooperation. Thus, forging strategic partnership not only enables India to be closer to the United States and its allies without losing strategic autonomy, but also creates a space for collaborating with unfriendly neighbors like China.
