본 연구에서는 철도정책변화를 통한 철도경쟁력을 강화하기 위해서 철도구조변화에 초점을 맞추었다. 즉 현재 상하분리형 구조를 유지하고 있는 우리나라 철도구조의 한계와 어려움 그리고 철도구조변화에 대한 논의들의 진행방향을 이론적 논의와 선행연구 검토를 통해 확인하였다. 또한 우리나라 철도구조변화의 이유와 추진과정에 대한 심도 있는 분석과 함께 정책전문가들을 대상으로 한 인식도 조사에서 철도경쟁력을 높이기 위한 방안들을 모색하였다. 논의결과를 바탕으로 보면, 철도의 공공성과 효율성을 제고하고 경쟁력을 강화하기 위해서는 상하통합체제와 같은 철도산업구조의 재편을 추진하는 것이 필요하다고 할 수 있다. 또한 상하통합체제로의 철도구조변화를 통해 철도자산 및 부채를 처리하여 효율성 증대, 세계철도 시장의 확대와 철도산업의 세계화 트렌드에 대한 대응력 향상으로 국가경쟁력 강화와 같은 효과를 가질 수 있다. 그리고 다원사업을 확대하여 궁극적으로 열차운임의 인상 억제에 기여하는 등의 긍정적인 효과들을 가질 수 있을 것으로 기대된다.
Abstract
The purpose of this study is to development of competitiveness of railway industry through the railway policy variation. the vertical separation means the functional division by the owner of fixed facilities such as sites, The separation has produced some limitations and challenges to reform. that is to say, the railway restructuring through vertical integration is required in order to enhance the competitiveness(publicness and efficiency) in operation, the railway restructuring will influence on change to railway policy perspective. the vertical integration will change to from producer-oriented to customer-oriented perspective in railway working. the railway policy variation will enhancing responsiveness to the expansion of the world railway market and change to global trends in the railway industry.
