이 연구는 근로복지공단 재활상담사(job coordinator)의 전문성 수준을 파악할 수 있는 측정 도구를 개발하고 이를 바탕으로 이들의 전문성 수준을 측정하는데 목적이 있다. 이 같은 목적을 달성하기 위해 12인의 재활전문가들을 대상으로 2회에 걸친 델파이조사를 실시하여 전문성자가평가척도를 개발하였다. 이를 토대로 근로복지공단 산재재활국에서 근무하는 재활상담사들을 대상으로 우편조사를 실시하여 도구에 대한 검증을 실시하였다. 재활상담사의 전문성 수준은 ‘사례관리’, ‘재활상담’, ‘직업배치 및 취업지원’, ‘지역사회연계’, ‘직업평가’ 순으로 높게 나타났으며, 전문성 전체 평균점수 보다 높은 영역은 ‘사례관리’와 ‘재활상담’ 등 2개 하위영역이었고, 낮은 영역은 ‘직업평가’, ‘직업배치 및 취업지원’, ‘지역사회연계’였다. 이는 재활이 진행되는 모든 과정 속에 일반적으로 포함되는 사례관리 및 재활상담 영역의 평균점수가 다른 영역에 비해 상대적으로 높게 나온 것이라 볼 수 있다. 재활상담업무에 종사하는 다양한 전문가들에 대해 이들의 전문성 수준과 이에 영향을 미치는 요인들을 파악하여 실질적인 전문성 제고 방안을 모색할 수 있는 심도 있는 논의가 이루어져야 할 것이다.
Abstract
This study aimed to develop and apply an evaluation tool that can be used to measure the level of competency among rehabilitation counselors at Korea Workers’ Compensation & Welfare Service(KWCWS). To this end, Delphi method was applied with 12 rehabilitation professionals in an attempt to develop a self-report scale to measure the competency among rehabilitation counselors working at KWCWS. A self-report competency measurement scale, yielded from the delphi survey findings, were sent to rehabilitation counselors at KWCWS for a validation purpose. 102 rehabilitation counselors participated in the study. Participants responded that they felt most competent at case management and counseling. They indicated that they felt less competent at vocational evaluation, employment assistance services, and utilization of community resources. Findings also indicated that gender, age, marital status, and number of years employed were not associated with the level of competency among participants while participants with rehabilitation counseling background were found to feel more competent in all areas measured, as compared to those without having rehabilitation-related educational background. The findings of this study suggested that a further investigation is warranted to identify the level of professional competency among rehabilitation counselors working at not only KWCWS but different organizations.
