장애학생 인권교육 실행의 어려움 및 지원방안 연구

본 연구는 장애학생 인권교육을 질적으로 향상시키기 위한 구체적인 지원방안을 제시하는데 그 목적이 있다. 이를 위해 장애학생 인권교육 실행의 어려움을 해결하고 보다 체계적인 지원방안을 제시하고자 8명의 특수교사와 교육전문직을 대상으로 초점 집단 면담을 실시하였다. 그 결과, 우선 장애학생 인권교육 실행의 어려움에는 장애학생 인권교육에 대한 인식 및 이해 부족, 장애학생 인권교육 관련 업무부담 가중, 장애학생 인권교육 수행능력 부족, 장애학생 인권교육 자료 및 프로그램의 미비, 지역사회 유관기관과 연계협력의 어려움 등으로 표출되었다. 이러한 장애학생 인권교육 실행의 어려움을 해결하기 위한 지원방안으로는 장애학생 인권교육에 관한 법제도 및 교육정책의 보완과 실효성 있는 지원정책 수립을 제안하였으며, 표준화된 매뉴얼의 개발 및 보급이 필요하다고 강조하였다. 그리고 장애학생 인권교육에 필요한 전문적인 지식과 방법 등을 습득할 수 있도록 교사의 전문성을 신장하기 위한 연수 및 교육에 대한 지원이 이루어져야 하고, 실제 교육 현장의 요구를 반영한 체계적인 자료 및 프로그램이 개발되어야 한다고 하였다. 또한 장애학생 인권교육이 원활하게 이루어질 수 있도록 적극 지원하는 교육 환경 조성과 특수교육지원센터의 역할이 강화될 필요가 있다고 하였으며, 장애학생 인권교육 지원 네트워크 구축을 제안함으로써 효과적인 장애학생 인권교육을 실행하기 위해서 적극적인 지원 체계가 필요한 것으로 나타났다.
Abstract
The purpose of this study is to provide a specific support plan to improve the quality of human rights education for students with disabilities. In order to pinpoint a more systematic measures to support the difficulties in giving human rights education to students with disabilities, this research conducted a focus group interviews on 8 special education teachers and education professionals. As a result, the challenges faced by the teachers were as follow: there are lack of awareness and understanding for the human rights education for students with disabilities; there is over-burden of work to give human rights education for students with disabilities; the teachers lack the ability to give out human rights education for students with disabilities; the schools lack the materials and programs for giving out the human rights education for students with disabilities; it is difficult to cooperate with local community organizations. Accordingly, to solve the challenges of implementing human rights education for students with disabilities, they suggested supplementation of legal system and educational policy of human rights education of disabled students and establishment of effective support policy. They also requested development and dissemination of standardized manual.oreover, they also claimed that support for training and education for teachers is necessary to increase the professionality to acquire professional knowledge and method of human rights education of disabled students, and development of concrete material and program based on demand from actual educational site. Moreover, for seamless process of human rights education of disabled students, the environment of active support and role of special education support center should be strengthened, and active support system for implementing effective human rights education of disabled students by suggesting construction of network for supporting human rights education of disabled students is appeared to be necessary.
