발달장애학생 학교폭력 사건을 처리한 경찰관의 어려움과 지원 요구

초록

본 연구의 목적은 학교 내 장애학생의 학교폭력을 전담했던 경찰관들은 학교폭력 사건 처리 과정에서 겪는 어려움은 무엇이며, 이를 극복하기 위한 지원요구는 무엇인지를 알아보는데 있다. 연구목적 달성을 위해 목적표집으로 모집한 학교전담경찰관과 학교폭력 사건 담당 경찰관을 대상으로 반구조화된 인터뷰를 실시하였다. 면담 자료는 지속적 비교분석법으로 분석하여, 대범주 2개, 중범주 6개, 그리고 소범주는 13개로 구조화하였다. 연구 결과는 다음과 같다. 첫째, 장애학생들의 특성인 주의집중 결여, 의사소통의 결함과 장애학생에 대한 이해 부족으로 학교폭력 사건을 조사하는데 어려움을 나타냈다. 또 다른 어려움으로는 장애등급을 받지 않은 학생을 조사하는 데 있다. 둘째, 학교 관계자와의 비협조적인 태도로 인해 수사의 어려움을 나타냈다. 셋째, 경찰관의 지원 요구로는 학교전담경찰관의 역할이 명료화될 필요가 있고, 학교의 협조적인 태도와 학교폭력예방법 개정 필요 등이 제시되었다. 이상의 연구결과를 바탕으로 장애학생대상 학교폭력사건을 처리함에 있어 지원요구와 과제에 대해 논의하였다.

Abstract

This research investigates the difficulties which police officers experience and required supports to overcome such difficulties when they are process school violence on special students. Semi-structured interviews were carried out to purposive-sampled school police officers and school violence investigators. Interviews were analyzed using constant comparison method which deduced two categories, six main topics, and thirteen sub topics. Research results were as follows. First, one of the main difficulties of investigating school violence was the traits of special students which often involves the lacks of communication abilities and attention deficit. Another main difficulty was investigating students in the case when they were not registered as disabled person. Second, uncooperative parents and school officials caused difficulties on their investigation. Third, police officers demanded supports by better definition of the role of school police officers, cooperation of school officials and amendment of the related laws for the better prevention of school violences. Demanded supports and implications in processing school violence on special students were discussed in this research.
