인재양성을 위한 교육청과 지자체간의 네트워크 협력방안: -전북도의 사례-

본 연구는 지역인재양성과 관련하여 제도적 요인과 참여방식의 두가지 요인으로 구성된 네트워크유형을 제시하고 전북도의 경우 어떠한 형태의 네트워크 거버넌스가 존재하고 그것의 바람직한 모형을 제시하였다. 연구결과 현재의 전북 지자체와 교육청간의 네트워크 거버넌스는 기관간의 상호협력할 수 있는 제도적 장치가 잘 갖추어지지 않고 참여형태 면에서의 형식적, 소극적 참여가 이루어진 소위, 무관심형네트워크형태로 나타나고 있다. 따라서.지자체와 교육청간의 협력을 통한 공동의 인재양성목표를 위해서는 기관간의 무관심형에서 리더형 네트워크 거버넌스로 전환할 필요가 있다. 지자체와 교육청이 각각 인재양성사업을 공동으로 설정하고 방향조절을 하는 조장적 리더쉽(facilitative leadership)을 발휘하여 협력하면서 사업목표를 달성해나가는 것이 필요하다. 이를 위해서는 지자체, 교육청간의 협력관련 조례제정, 교육행정협력회의 설치, 교육협력파견관 운영, 기관간 분명한 역할설정, 인재양성실무협력협의체 운영, 공동사업평가단설치 등 상호간의 협력적 연계망을 높이는 방안이 요구된다.
Abstract
This study analyzed a cooperative relation between local autonomy government(Jeollabuk-do) and the Authorities of Office of Education(Jeollabuk-do). Especially focusing on the points of what kind of network governance was formed in the process of Regional Human Resource Cultivation(RHRC) in Jeonbuk. The final results as follows: If introducing typology with institutional and participatory factors as the constitutional components of network governance, Four types are possible. The case of JeonJuk belongs to an indifferential type of not enough equipped institutional factor and not positive to participate cooperative activities between two authorities. Therefore, A new type of network governance is needed to make a good cooperative relation for RHRC. It means to transform from an indifferential type to a lead type network governance, which can mediate and make a cooperative network between local autonomy goverment and the Authorities of Office of Education.
