자치단체 팀 제 운영에 관한 연구 - 구성원의 인식을 중심으로 -

본 논문은 자치단체의 팀 제 운영에 대한 구성원의 인식을 중심으로 분석하였다. 구체적으로 직렬별, 직책별, 부서별 팀 제 실시에 대한 구성원들의 전반적인 인식 및 전제조건, 운영 시 고려기준 등을 파악하여, 팀 제 운영, 분장사무 적정성 및 업무량의 형평성, 의사소통 및 협력에 대한 구성원들의 인식을 분석하였다. 또한 팀 제 실시 이전과 이후의 만족도 조사 비교를 통해 팀 제의 성공적 정착을 위한 정책적 우선순위를 제시하였다. 설문조사를 통한 분석 결과 구성원들은 팀 운영과 관련하여 긍정적인 인식 정도가 낮았으며, 그 이유로 구성원 간 협력 문제를 제기하였다. 그리고 팀 제가 성공적으로 정착하기 위해서는 업무의 형평성을 중요한 요인으로 파악하였다. 이러한 결과를 기초로 자치단체 팀 제의 성공적인 정착을 위해서는 조직 구성원 간 관계 개선을 위한 노력과 기능재조정 등이 선행되어야 한다.
Abstract
This paper explored the study mainly focused on the members' recognition of team based working system in a local autonomy. It also discussed about the propriety of roles and responsibilities, the equity of job and task, and the current level of communication and cooperation among the members by analyzing bureaus' cognizance, presupposition, and rules and policies in the operation the team based working system. This paper also presents what should be considered in the priority of policies to successfully settle down the team working system in the local autonomy by comparing the bureaus' satisfaction level of before the team system and after it. According to this survey, bureaus of this local autonomy took a negative position related to operating the team based working system because of the cooperation and collaboration problems among the members. Moreover, the result also shows that the equilibrium of job and task among members is the most critical factor to operate team based working system effectively and successfully in this organization. Therefore, for the successful settlement of team based working system, it is required to an effort to improve the relations among members as well as to readjust functions between the teams and their members.
