재난시 초기대응과정의 개선방안에 관한 연구 - 『세월호』여객선 침몰사고 사례를 중심으로 -

Abstract

Although we have done a lot of efforts to emergency management for such a long time, an increase of casualties and property damage owing to the failure of initial response have been pointed out as a big problem. So, This study focused on how we can response quickly and precisely at an early stage. To this end, this study reviewed in various fields including general theory of emergency management and tried to propose improvement plan after analyzing of cause of failure of initial response process in Sewol-ho case in particular. The concrete study of quick and precise response at an early stage are as follows. First, this study reviewed quickness, accuracy and a route of inter communication between initial response agency which are essential to smooth information transmission. Second, this study showed reporting system, decision making and disaster response plan which are needed to establish a field commanding system. As a way of smooth communication, first, all of the reporting system in disasters and accidents must be unified into 119. Second, government must establish repetitive training system with organizing technical education program. Third, proper allocation of personnel, securing of equipments and system operating training are vital. In the aspects of reporting system and decision making to establish a field commanding system, first, close knitted inter communication system between disaster management agency must be constructed. Second, sharing informations and knowledge are needed between disaster management agency. Third, disaster response plan must be established in a way of achieving goal most promptly and efficiently. Consequently, The quick and precise circumstantial analysis by the responsible decision making personnel and establishment of proper disaster response plan makes it possible to act effectively at an early stage in the base of smooth communication and reporting system, and thus it can minimize casualties and property damage.
