초록

본 연구는 2005년, 2011년, 2014년 정보공유에 대한 인식조사 결과를 바탕으로 각 조사시점인 노무현 정부, 이명박 정부, 박근혜 정부에서의 공무원의 인식변화를 각 정부가 추진했던 IT정책과 그 속에 포함된 정보공유에 대한 의지와 관련하여 분석하는 것을 목적으로 하였다. 비교 결과 노무현 정부와 박근혜 정부는 정보공유에 대한 대통령의 의지와 관심이 이명박 정부에 비해 높은 수준이었음을 알 수 있다. 설문조사 분석결과 전체적으로 정보공유에 대한 인식이 가장 최근인 박근혜 정부 때인 2014년에 가장 긍정적인 것으로 나타났다. 정보공유의 필요성과 중요성 등에 있어서는 이명박 정부에 비해서 더욱 긍정적인 반응을 보였다. 정보공유의 장애요인에 대해서는 보안상의 장애요인을 제외하고는 노무현 정부와 이명박 정부 때보다 장애요인에 대한 인식이 약화된 것을 알 수 있었다. 그러나 정보공유의 편익에 대해서는 이명박 정부에서보다 긍정적 인식이 더욱 낮은 수준으로 나타났다. 정보공유에 대한 대통령의 의지가 상대적으로 약했던 정부보다 강했던 정부에서 편익에 대한 인식이 낮았다. 이러한 결과를 통해 정보공유의 장애요인에 대해서 약화된 인식의 변화가 당연히 편익에 대한 인식의 상승으로 연결되지 않는 다는 것을 알 수 있었다. 특히 대통령의 정보공유에 대한 의지는 장애요인에 대한 인식을 약화시킬 수 있지만 편익에 대한 인식의 제고에는 역효과를 낼 수 있다는 점을 시사한다.

Abstract

Based on the survey results of 2005, 2011 and 2014 on information sharing, it was found that the changes of public officials' perceptions of the President Roh government, the President Lee government, and the President Park government. As a result, the President Roh government and the President Park government showed that the president' s will and interest in information sharing was higher than the President Lee government. The most positive perception of information sharing was in 2014, when the President Park government was the most recent. The necessity and importance of information sharing seemed to be more positive than the President Lee administration. As far as obstacles to information sharing are concerned, the perception of obstacles is weaker than the President Roh administration and the President Lee administration, except for security obstacles. However, in terms of the benefits of information sharing, the President Lee government showed a lower level of positive perception. These results show that the change of perceived cognition about the obstacles of information sharing does not lead to a rise in perception of benefits. In particular, the willingness of the president to share information may weaken the perception of obstacles, but suggests that it may adversely affect the perception of benefits.
