Abstract

This study surveyed government officials over the losses and benefits of information sharing and then categorized their attitude towards information sharing. Those working for the central government regard security vulnerability as the most serious loss in information sharing and structural barriers as the second most serious one. In terms of benefits of information sharing, technological benefit is considered the largest and political one the smallest. That is, information sharing is believed to create more benefits in managing organizations such as speedy handling of government affairs but less benefits in cooperating with other agencies and settling disputes. The objective of information sharing is to enhance cooperation between organizations and increase efficiency of tasks but information sharing highly contributes to the former objective but still not to the latter one. In this study, there are two groups in terms of the views on information sharing: those who believe losses and benefits of information sharing are high and those who believe they are small. These groups are sub-categorized into four: Positive Group believes information sharing brings large benefits and small losses; Doubtful Group considers both benefits and losses to be huge; Negative Group believes benefits are small and losses are large; Indifferent Group considers both benefits and losses to be small. Among central government officials, Doubtful group was the largest and Indifferent Group was the next largest. The large number of officials who belong to the Indifferent Group means many of them do not recognize the importance of information sharing. Therefore, information sharing education needs to be provided along with system and incentives designed to promote the education. Furthermore, Positive Group was the smallest, indicating generally negative views on information sharing. It means that the mind-set and attitude towards information sharing should change before they engage in information sharing.
