Abstract

This study aims to explore policy directions to enhance the health and happiness of citizens through the Seoul-style Garden City initiative. A public awareness survey was conducted with 1,000 Seoul citizens, covering perceptions of gardens, usage patterns, satisfaction levels, and their perceived impact on health and well-being. The WHO-5 well-being index was utilized to assess psychological health. The results showed that individuals who perceived themselves as beneficiaries of urban gardens reported higher vitality, happiness, and interest in life. Garden proximity within five minutes significantly increased usage and satisfaction. Citizens regarded gardens as spaces for psychological and physical healing and identified stress relief and health improvement as the primary expected benefits of the Garden City. Socioeconomic differences were evident, with high-income groups emphasizing professional training, and low-income groups valuing environmental protection and policy support. This research provides citizen-driven insights into the implementation of Seoul’s Garden City, offering foundational data for effective policy-making and institutional development.
