Abstract

The competing threads involved in Japan’s territorial disputes feed into the question of the purpose of Japan’s recently launched policy of “inherent territoriality.” The San Francisco Treaty is integral to the confusion therein because of the treaty’s ambiguity over various islands that Japan claims as its own, as do its neighboring countries (Russia, China, Taiwan, and Korea). As the treaty’s chief architect and Japan’s security guarantor today, the United States remains elemental to the obfuscations and omissions concerning clearcut sovereignty over these very small pieces of land in Northeast Asia. This essay argues that Washington should take responsibility for creating and sustaining much of the complication involved in an effort to find peaceful solutions to these potentially perilous standoffs.
