강원도의 지속가능한 경제발전을 도모하기 위해서는 강원도의 현실에 맞는 새로운 인적자원개발체제의 구축이 필수적이다. 산업의 입지적 여건이 특히 취약한 강원도의 경우, 중견중소기업을 지역의 핵심성장동력으로 육성하여 지역발전을 주도하는 정책이 대안이 될 수 있으며, 지속적인 강원경제의 활성화를 위해서는 다양한 창업지원을 통해 창의적인 틈새산업을 육성할 가치가 있다. 이를 위해서는 기업가정신을 갖춘 전문기업인과 기능인의 육성이 필수요건이다.따라서 본 연구의 목적은 우리나라의 직업교육과 선진국들의 직업훈련 현황을 살펴보고, 독일의 마이스터제도를 기초로 한 ‘강원마이스터’ 양성에 대한 필요성을 평가함으로써, 지속가능한 강원도 경제발전에 필요한 인적자원개발 모형을 탐색적 차원에서 모색하는데 있다.
Abstract
In Search of Sustainable Meister-based HRD Model for Kangwon Province Park, Sang-KyuㆍKim, Jung-Won The meister plays a key role in vocational education and training in Germany. Meisters not only provide skill training but also have responsibility for interesting apprentices into workforce. This paper was written to provide overview of the job education/training issues that need to be addressed in future research on HRD system which is responsible for Kangwon province workforce training. The purpose of this paper is to provide some comprehensive views on the development and practices of the education and training system in Korea as well as some advanced countries including Germany. The aim of the paper is to identify the sustainable ‘meister-based’ HRD model which is worth while to develop in Kangwon province with its workforce training policy.
