Abstract
The aim of this paper is to find out complementary relationship between the science and ideology by studying Eugenics adopted and promoted in about 30 Western countries from the end of 19th century to the beginning of 20th century. This started from the critical mind that it may cause serious social practice by itself beyond theoretical justification of scientific theory itself when a certain scientific theory correspond with a specific historical circumstances or ideology. Eugenics in England, US and Germany was the major ideology to fix discriminating political social structure based on the wrong biological presumption and hypothesis that social order is the natural consequence of human nature since the principle difference of human ability is innate difference and innate differences are heredity. The reason for wrong biological presumptions and hypothesis of eugenics are that it was rightly established before Genetics. Because of this, there is a difficulty in clearly distinguishing eugenics as pure science and Eugenics as an ideology. Therefore, eugenics needs to be studied as biology application science and an ideology. The basic aim of eugenics program which were preferred at that time was to improve the overall quality of gene pool. Eugenic scientists believed that all human traits were heredity and reproduction was regarded as not just personal issue but as an act accompanying state and social consequences. However, the biological explanations on reproduction by eugenic scientists were wrong in all aspects and their remedies were not that effective. Therefore, the aim of eugenics was only solved at political level rather than bio-medical level. Forced Sterilizations Law, Immigration Restriction Act, Marriages Law enacted in the US and forced sterilization, euthanasia, mass slaughter of Rassenhygiene of Germany prove that point. Many eugenics scientists created new social category called the fit and the unfit based on science called biology while disregarding ideology or practical methodologies and thus left historically un-erasable evidences. In fact, people were not interested in the damages of science since the faith on the science was strong at the time eugenics unfolded despite that eugenics was a theory that must accompany violence and coercion. Recently, it seems that the public fantasy on widely spread genes since the Human Genome Project is only another form of biological determinism. At this time when genes already became a new form of fortune telling and bio-engineering researches became a research field determining the fate of a country, we are maybe dreaming of another eugenic utopia. If we regard the history as a repeatable present, then maybe eugenics is a story that has not been finished yet.
