Abstract
In this paper, I try to argue that, among competing theories of just health care such as libertarian theory, strict egalitarian theory and liberal theory, the liberal theory of just health care is adequate in liberal democracies. Especially, I try to eradicate the misunderstanding of the liberal theory of just health care which is prevalent and popular in Korea. That misunderstanding is that the liberal theory is very similar to the strict egalitarian theory, so judged as inappropriate. Correctly understood, the liberal theory of health care adopts only the principle of fair equality of opportunity. The principle of fair equality of opportunity requires that opportunity be equal for persons with similar skills and talents. This, in turn, requires that society should provide health cares service which maintains and repairs species normal functioning for all people. Applied to health care system, the liberal theory supports a two-tier system which consists of a basic tier and an upper tier. The basic tier provides basic health care services and the upper tier provides non-basic health care services. The basic tier provides health cares services which maintains and repairs species normal functioning, and, in this tier, there are some constrains on liberty and autonomy of health care recipients and providers. The upper tier provides heal the care services which the basic tier does not provide, and, in this tier, there is no constraints on liberty and autonomy of health care recipients and providers. Therefore, the liberal theory of just health care is the best theory for liberal democratic societies because it not only guarantees basic health care services for all people, but also secures the appropriate liberty and autonomy of health care providers.
