Abstract

This article examines the theoretical discourse on the just distribution of medical resources and critically assesses the work of Norman Daniels. As social security has become a major policy focus in modern welfare states, collective efforts have increasingly aimed to ensure public health. Because healthcare is central to realizing social responsibility, self-determination, and human dignity, the growing interest in health and medical resources reflects not merely superficial dialogue, but a matter of substantial practical significance. As health and medical resources emerge as key components of social policy, a crucial consideration is the philosophical debate on how to distribute these valuable goods and services according to principles of justice. Daniels’ work is especially notable for its coherent application of Rawls’ theory of justice to healthcare. To appreciate Daniels’ contributions to healthcare ethics, this article reviews the competing ideals of utilitarianism, libertarianism, and communitarianism, as well as his distinctive contribution to the Rawlsian tradition. By analyzing Rawls’ A Theory of Justice and Daniels’ Just Health, along with related texts, this article illustrates the intricate interplay between the two thinkers and explores the challenges of distributive justice arising from this dialogue. Daniels’ liberal approach extends the Rawlsian framework by situating health within the context of social opportunity and advocating for justice in healthcare institutions. By effectively applying Rawlsian principles to medical welfare, Daniels clarifies the significance of medical resource allocation in Rawls’ ideas and incorporates the difference principle and fair equality of opportunity to address health inequality. Furthermore, Daniels’ arguments on distributive justice provide meaningful insights for contemporary Korean society. His conception of justice as fairness aims to mitigate not only wealth and income disparities, but also health-related injustices. Accordingly, Daniels’ work may serve as a valuable theoretical resource for analyzing socioeconomic inequality and the equitable distribution of medical resources in Korea.
