이 글은 자연환경 보호나 파괴된 환경 복구에 대한 기업의 윤리적 책임을 논의하고 있다. 다시 말해, 자연환경에 대한 기업윤리 차원의 당위와 함께, 그에 대한 근거를 마련하는 일에 주력하고 있다. 그래서 이 글은 기업이 공기, 물, 대지, 동식물, 생태계 등의 보존을 위해 적극적 책임을 져야 하며, 그에 따라 여러 방식 가운데 기업이 할 수 있는 가장 현실적인 일은 바로 돈을 내놓는 일이라고 역설하고 있다. 말로만 친환경을 표방하거나 법률적 강제에 대한 압박 때문이 아니라 책임의 당사자이면서 이득의 주체인 기업이 환경 개선에 대한 비용을 실제로 투자해야 한다는 것이다. 요컨대, 자연환경의 실질적 수혜자인 기업은 실질적 이윤 감소만을 염려하는 안이한 자세를 벗어던져야 한다는 것이다. 환경 투자와 관련된 기업윤리의 문제는 대략 세 가지 정도의 논의로 정리된다. 첫째, 기업의 이윤 추구 활동으로 인해 영향을 받은 자연환경의 외부효과를 기업의 적극적 책임으로 내부화해야 한다는 것이다. 둘째, 오염자 비용부담원칙에 따라 기업은 무임승차의 유혹에서 벗어나 책임 있는 자세로 자기 몫을 감당할 수 있어야 한다는 것이다. 이 글에서 이 두 문제는 자연환경에 대한 기업의 투자 당위성으로 설명되고 있다. 그리고 셋째, 이런 투자의 당위성에 대해 설명한 다음, 이 글은 실제로 기업이 환경에 비용을 투자해야 할 구체적 방안도 모색하고 있다.
Abstract
This paper is to focus some of ethical problems posed for business by our environmental relationships, not only the problem of pollution, but also the ethical issues posed by the depletion of natural resources. And then, this paper is to focus on business's and industry's responsibility for preserving the integrity of our natural environment. And this paper examines the traditional business attitudes toward the environment that have encouraged environmental degradation and resource depletion. Specifically, this paper examines the ethical problems underlying business abuse of the environment, in particular, the question of externality, the problem of free riders, and question of allocating the costs of environmental protection. The allocating the costs of environmental protection is three methods, that is, legal regulations, incentives, business's autonomous regulations. Although each of these approaches to cost allocation has decided advantages, none is without serious weaknesses. Because there appears to be no ideal approach and because these programs or variations of them are the ones currently available for meeting this urgent problem, a combination of three methods is probably called for.
