오랜 민주주의 역사와 문화적 다양성을 유지한 캐나다 정치제도와 정치과정은한국정치에많은시사점을줄수있는중요한비교연구대상이다.우연의 일치지만 2004년 6월 캐나다는 정치자금과 관련된 법률을 개정하였고, 한국도 작년 3월 정치자금법을 개정하였다. 양국의 개정방향도 어느정도 유사한데 주요 개정내용은 개인의 기부한도를 줄이고, 기업이나 단체의 기부도 줄이거나(캐나다의 경우) 금지(한국의 경우)하는 방향으로개정되었다. 기부한도를 축소하는 동시에 투명성은 강화되어 일정 한도이상의 정치자금의 수입과 지출을 투명하게 공개하도록 규정하고 있다.캐나다 정치자금의 발전에서 한국정치자금의 발전과 유사점을 발견할 수있다. 첫째, 정당정치 발전 초기에 정당지도자에게 정치자금의 수입과 지출이 집중되었다는 점이다. 둘째, 민주화 이후 정당지도자 혹은 대권경쟁자들은 불법적 정치자금 스캔들에 대한 부담을 인식해 정치자금에 관련된일은 가장 신임할 수 있는 측근에게 맡기는 점이다. 셋째, 한국은 대통령제, 캐나다는 의원내각제를 채택하고 있었지만, 정치자금의 출처가 개인혹은 기업 기부의 민간차원에서 국고보조가 늘어나는 공공차원으로 전환된 측면이다.
Abstract
Canada is one of the most interesting case to be researched because of its long democratic history and multicultural diversity. Therefore, it will give some implications for Korean political development. It is a strange coincidence that Canada and Korea reformed the political financing institution in the early 2004. Also, the major elements of the reform were very similar. In the Canada the cap of contribution from a corporation or an organization was reduced and in Korea the contribution itself from them was banned. Another important element is to strengthen transparency of the political financing.
