햇볕정책기 대북교류협력사업의 회고와 향후 서울-평양간 협력방안의 모색: 정치성의 최소화 문제를 중심으로

본 연구는 현 시점의 남북관계에 있어 지방정부간 교류는 어떠한 이론적, 정책적 의미를 담고 있는지 고찰함으로써 남북관계의 본질을 중앙정부관계의 진전내용으로 단순화시켜 온 관행을 탈피하고자 한다. 또한, 남북간 군사신뢰 구축 문제가 한반도를 넘어서는 국제적 안보사안으로 부각되어 있는 현실에서 남북간 지방정부 차원에서의 접촉이 국가 레벨에서의 첨예한 갈등사안을 완화시키는 방안을 검토해 보고자 한다.필자는 서울-평양간 교류가 남북한 간의 체제이질성을 좁히고자 하는 정치적 고려사항을 염두에 두되 교류의 내용 그 자체가 정치성을 띠어서는안 된다는 점을 강조한다. 서울-평양 교류를 추진함에 있어 사업의 기대효과(남북신뢰 구축 및 동질성 회복)와 현실성을 고려해야 하나, 무엇보다도지방 정부 및 민간레벨에서의 남북교류를 구조적으로 규정하는 한반도의안보환경과 북한 당국의 의도를 정확히 파악할 필요가 있다.
Abstract
By discussing theoretical and practical implications of inter-Korean exchange/cooperation at the local governmental level, this paper attempts to escape from the conventional notion that confines South-North relations to the level of central government. Any exchange program with North Korea initiated by South Korean local governments should aim to promoting mutual trust between the South and the North, but the plausibility of this political aim will be increased only if it be pursued in non-political way. Seoul, as capital city of the Republic of Korea, should cultivate exchange programs with Pyongyang, based on accurate assessment of desirability and expected outcomes. More than anything else, however, external factors such as security environment of Korean Peninsula and Pyongyang’s intention should be key variable for Seoul to determine the question of whether and how.
