남북 지방정부간 교류협력사업의 추진 방안 : 강원도를 중심으로

최근 지방정부의 남북교류협력사업은 국제적ㆍ정치적 이해관계로부터 상당한 영향력을 받고 있다. 남북교류협력사업은 장기간 동안의 체제분리에 따른 남북 이질성을 극복하고 신뢰와 협력기반 조성으로 통일시대에 대비하는 궁극적인 목적과도 관련된다. 이런 관점에서 본 연구는 중앙보다 광역정부를 대상으로 남북교류협력사업의 추진방안을 검토해 보고자 하였다. 대부분 남북교류협력사업은 중앙정부주도 하에 추진되었지만, 지난 6ㆍ15남북정상회담 이후 지방정부에서도 다양하고 가시적인 사업성과가 제시되고 있다. 특히 강원도는 남북으로 분리된 지정학적 위치와 경계구역을 갖는 지역으로, 남북교류협력사업의 성과가 비교적 활발하게 나타나고 있다. 이에 본 연구는 지방정부수준의 남북교류협력사업에 대한 법ㆍ제도적 기반조성과 중점 사업별 추진실태를 분석하고 향후 추진방안을 검토해 보고자 하였다. 분석결과는 지방정부 남북교류협력사업의 활성화가 기대되는 현 시점에서 중요한 시사점이 있을 것으로 생각된다.
Abstract
This study examines the exchange programs to local governments between South and North Korea. The purpose of this paper is to assume of policy directions activating exchange program in local governments. In South and North Korea, Local governments hadn't been exchanged with and cooperated by themselves. So, It's very interesting thing to deal with the exchange programs that understand as a important role of central government until now. In recent, local governments located in South and North Korea have exchanged with people, culture and materials. In addition, Gangwondo has tried to improve of South and North's relation through constructing of the exchange system. To enhance the program performance by the exchange cooperation, the results of this paper emphasize a comprehensive approach on the constructing process of common relation in South and North local governments. Based on the analysis results, the policy implications of exchange cooperating relation in South and North local governments are discussed.
