1950년 11월부터 유엔군의 한국전쟁 수행은 중공군의 2차공세로 알려진 대규모의 개입으로 인해 큰 위기로 접어들게 되었다. 영국과 유럽국들은 소련과의 3차대전을 불러올 위험이 있는 중국과의 전면전을 강력히 반대하면서 맥아더의 유엔군 작전수행에 대한 외교논쟁이 제기되었다. 미 트루먼 대통령은 대규모 중공군의 개입으로 인해 안팎으로부터의 유엔군 철수와 전쟁포기의 압력을 받았다. 맥아더는 제한전 수행에 따른 합참의 만주확전 규제조치에 반발하였고 유엔군의 일본 철수론을 주장하였다. 대외적으로 영국과 유엔국들은 중국과의 휴전협상을 종용하며 반발하였다. 미국은 유엔의 분열위기를 봉합하기 위해 휴전협상을 수락해야 했다. 그러나 트루먼과 애치슨은 이런 압력에 일방적으로 굴복하지 않았다. 이들은 한국전쟁은 자유체제에 대한 공산진영의 도발에 의한 침략전쟁이며 한국은 정통성을 갖는 국가이며 침략전쟁 행위는 결코 용인될 수 없음을 강조했다. 한국에서 유엔군 철수 위기상황을 타개의 가장 큰 공은 리지웨이 신임8군사령관이 세웠다. 그는 탁월한 리더십과 전쟁수행 능력을 발휘해 전쟁상황을 빠르게 개선해 나갔다. 그는 원주를 중심으로 하는 중동부 전선에서의 위기상황을 앨몬드 10군단장의 도움으로 극복했다. 리지웨이는 1951년 1월 울프하운드와 썬더볼트, 두 강력 연합수색작전으로, 적을 효율적으로 제압하는 데에 성공하였고 한국전쟁을 제한전이라는 큰 틀 안에서 수습하였다.
Abstract
Since November 1950 UN forces in Korea have faced emerging crisis. The Crisis broke out in late November when UN forces met immense number of Chinese forces. Britain and European powers opposed to the Truman’s idea of using nuclear weapons in Korean theater owing to the risk of Soviet intervention. In the Anglo-American Summit Meeting in early December Truman agreed to Attley’s demand to limit the war and seek a truce with China. During the crisis, Truman and Acheson resisted both MacArthur’s call for expanding the war to Manchuria and British request of concession to China. Ridgway, appointed as the 8th army commander, came to Korea in late Dec. 1950 and with his great efforts and leadership UN forces have regained morale and composure in mid Jan. 1951. By virtue of Ridgway’s two brilliant campaigns-Operations Wolfhound and Thunderbolt- UN forces stopped communist forces and staged successful combat operations that expelled worries of troop withdrawal from Korea.
