북한체제 위기관리의 동학: 김정일 시대, 체제위기의 양상과 수준에 관한 평가

이 논문은 김정일 시대 북한의 체제위기와 위기관리의 동학에 관한 분석을 목적으로 한다. 본 연구는 현존 사회주의의 위기를 네 단계- 첫째, 계획경제의 구조적 위기, 둘째, 동기의 위기 셋째, 은밀한 정당화, 넷째, 사회정체성의 위기- 로 구분한다. 1990년대 이후 북한체제의 위기는 계획경제의 구조적 위기 단계에서 시작되었다. 북한에서‘고난의 행군’으로 일컬어지는 경제위기는 과거와 같이 조정될 수 없는 계획경제의 구조적 문제들 때문에 발생했다. 경제위기는 시장화의 확산으로 이어졌다. 정치권력은 여전히 주체사상과 ‘우리식 사회주의’를 고수하고 있지만, 이를 통한 공식적인 정당화는 한계에 부딪히게 된다. 그래서 북한체제는‘동기의 위기’에 직면하게 된다. 대신 당은 교환과 화폐를 매개로 하는 은밀한 정당화를 시도한다. 물론 이는 감시, 단속, 처벌을 할 수 있는 강력한 물리력을 기반으로 한 것이었다. 결과적으로 지배권력은 추상적 사회화를 통하여 생활세계에 대한 재통합에 일정 정도 성공한다. 하지만 북한체제는 불가피하게 체제정체성의 변화를 경험하게 된다. 즉 이는 북한체제가 영속적인 체제위기 상태에 있다는 점을 의미한다.
Abstract
The purpose of this paper is to analyse dynamics of crisis management of the North-Korean system in Kim Jung-Il’s era. This research divides the crisis of the really existing socialism into the four stages: firstly, structural crisis of planned economy, secondly, crisis of motivation, thirdly, covert legitimation, and lastly, social identity crisis. The first stage of system crisis was the structural crisis of planned-economy since 1990s. The economic crisis, which was called ‘the arduous march’, resulted from the structural problems of the planned-economy. This crisis caused spread of marketization. The political power tried to legitimize this system through Juche Ideology and the concept of ‘the North-Korean Style socialism’, but this overt legitimation reached limits. So the North-Korean system faced the crisis of motivation. Instead the party established covert legitimation using exchange and money. Surely, it was possible because state still has the rights of surveillance, crackdown, and punishment. As a result, the ruling-power succeeded partly in reintegration of life-world using abstract socialization. However, the North-Korean System experienced inevitably change of system-identity. In other words, the North-Korean System is in permanent system crisis
