1950년대 후반 한미간의 갈등은 더욱 심화되었으며 기존 연구들은 안보와 국내정치, 그리고 경제의 다양한 측면에서 그 원인을 분석해 내고 있다. 본 논문은 이승만의 역할인식을 주된 변수로 하고 북송문제를 둘러 싼 한미일관계를 역사적 사례로 하여 이 주제에 대한 좀 더 체계적인 분석을 시도하고자 하였다.1950년대 중반 이후 미니 데탕트의 정책적 환경에서 미국의 변화하는 대한정책과 이승만의 입장 사이에서는 여러 가지의 차이점이 드러나게 되었다. 국내정치와 경제문제를 둘러 싼 충돌 이외에 한일관계에 대한 외교적 마찰이 그 주된 문제로 지적되고 있으며, 미국과 일본이 한일회담에 적극적이었던 반면 이승만은 이에 대해 저항적이었던 것으로 묘사되어 왔다. 하지만 북송문제에 대한 사료적 분석은 오히려 이승만의 적극적인 해결 모색에 대해 일본과 미국 정부가 소극적인 태도를 보였음을 보여주고 있다. 당시의 한미일관계 내에서의 한국의 상대적 소외의 결과를 가져왔던 기본적인 요인은 이승만이 설정한 역할인식과 그에 대한 미국과 일본의 인식 간의 괴리라고 할 수 있으며, 이는 현재의 한미일관계에 있어서도 지속적인 중요성을 갖는 것으로 생각된다.
Abstract
Korean-US relations were aggravated in the late-1950s, and the studies on this issue pointed out strategic, political, and economic factors of the conflict. This article, which is using Syngman Rhee's role conception as the main variable, and the case of Korean-US-Japanese relations regarding the problem of repatriation as a historical case, tries to provide a more systematic explanation.In the so-called 'mini-detente' environment after the mid-1950s, many differences had emerged between Eisenhower's changing Korea policy and Syngman Rhee's position. Diplomatic conflicts on Korea-Japan relations, in addition to domestic and economic problems, are regarded as the main source of confrontation, and it is argued that Rhee had been resistant to the Korea-Japan talk whereas Japan the United States were affirmative to it. However, the archival analysis of the repatriation problem shows that Rhee was very active to solve it while Japanese and American governments were rather passive. The fundamental factor lading to Korea's isolation in Korean-US-Japanese relations was the distance between Syngman Rhee's role conception and US and Japanese perception on it, and the factor is still significant in the contemporary trilateral relationship.
