동아시아 다자공동체 구상의 현실적 장애와 대안：동아시아 다자협력체를 중심으로

본 연구는 동아시아의 다자공동체 구상이 안고 있는 정치현실의 난제와 이를 극복하는데 필요한 제도적 구상의 과제를 주요 문제의식으로 상정하였다. 이론적으로 국제관계에서 대외정책을 추진하는 국가의 행위를 능력과 의지의 결합으로 파악하고 이를 다자협의체 구상에 대한 개별국가의 행위에 적용하였다. 협의체를 주도하는 국가와 이에 참여하는 대상국가로 나누어 주도국가가 포함 시킬 것인가 배제할 것인가를 선택하고 대상국가가 참여할 것인가 기권할 것인가를 결정하면 협력, 방관, 방해, 무관의 4가지의 행위유형이 도출된다. 협의체 형성과 관련하여 협력국가와 방관국가의 국력의 차의 총합이 협력체를 구성하는 동력임에 반해서 방해국가의 국력은 협력체를 해체하는 부정적 힘으로 작용하면서 승수효과를 가지는 것으로 파악하였다. 본 논문은 이론을 바탕으로 강대국의 무관심과 참여국의 필요성의 조화, 강대국의 세력균형 전략과 경쟁, 역내국가의 이익균형전략과 견제, 그리고 역대응을 통한 맴버십 게임의 4가지 변수를 대별하여 이를 동아시아 다자협의체에 적용하여 설명을 시도하였다.
Abstract
This paper is designed to discuss political obstacles in building an East Asian multilateral community and to provide its alternatives to overcome these barriers. Theoretically, individual state behavior is an outcome of objective opportunity and subjective willingness of each country, which is also applicable to the state behavior on multilateral community building in East Asia. Concerning the community building, there are two groups of countries: leading countries and target countries. Each country can select a choice: positive participation and negative avoidance, which results in four different types of behaviors: cooperation, neglect, hinderance, and apathy. The possibility of community building is a function of accumulated power: when the power of cooperative countries minus neglective countries is bigger than that of hinderance countries. This paper discusses four major factors that affect the possibility of community building: apathy of super power and participants needs, balance of power among super powers, balance of interest among target countries, and membership game through counter proposal.
