한국에 있어서 민주적 이행은 시민사회에 억압과 통제를 행사해 왔던 집권세력이 체제반대세력의 정치적 압력에 직면해서 민주화요구를 수용함으로써 이루어졌다. 따라서 한국의 민주적 이행은 집권세력과 체제반대세력간의 상호작용에 의해 초래되었다는 점에서 타협에 의한 이행으로 분류될 수 있으며 몇 개의 단계를 거쳐 진행되어 왔다. 첫 번째 단계에서 집권세력은 정치적 필요에 따라 제한적인 자유화조치를 취했다. 두 번째 단계에서 정치적 개방의 결과로 체제반대세력은 집권세력에 정치적 압력을 행사하면서 자생야당을 설립했다. 세 번째 단계에서 집권세력은 체제반대세력의 광범위한 정치적 저항에 억압으로 대응함에 따라 양 세력 간의 대치상태가 나타났다. 마지막 단계에서 집권세력과 체제반대세력은 대치상태를 벗어 나 민주적 이행을 위한 협상을 모색했다. 집권세력은 체제반대세력을 억압하는 데 상당한 비용과 희생을 감수해야 한다는 점을 인식함에 따라 협상의 불가피성을 인정하게 됐다. 집권세력은 야당과 민주화 일정에 대한 협의를 통해 이행선거의 시행에 합의했으며 이에 따라 집권세력과 체제반대세력은 정권경쟁을 위한 정치참여를 보장받았다. 이러한 타협의 결과로 권위주의체제는 해체되고 민주적 이행이 진전될 수 있었던 것이다.
Abstract
Korea’s democratic transition was led by negotiations between the ruling forces and the opposition forces. The transition process involved a distinct sequence of stages. First, the ruling forces engaged in political liberalization and began to lose control power. The opposition established the NKDP(New Korean Democratic Party) and exploited the opportunity of challenge. The NKDP expanded political demands like nationwide election and constitutional reform. Second, the ruling forces reacted forcefully to suppress the opposition and the opposition pushed the regime strongly. The ruling and opposition forces perceived a standoff and began to explore the possibilities of a democratic transition. Therefore Korea’s democratic transition was marked by iterative cycles of challenge and repression. Such cycles eventually led to bilateral agreements of democratic transition. The political process through negotiated agreements resulted in constitutional reform and transition elections. Third, Korea’s transition election, the 1987 direct presidential election and the 1988 National Assembly election took place through a pact between the ruling and the opposition forces. With those elections, Korea moved from the authoritarian rule to the democratic regime.
