북한의 연방제 연구: 중앙과 지방정부의 관계를 중심으로

초록

보수주의 대표적인 인사인 자유선진당(Liberty Forward Party) 이회창(Lee Hoi-Chang) 총재의‘강소국 연방제’(small but strong federal country) 제안은 연방제 공론화의 단초를 제공하였다는 점에서 의미가 있다. 그동안 우리 사회에서 연방제는 북한이 주장한 통일방안이었기 때문에 일부 진보진영만 언급을 하였을 뿐, 학자들은 물론 제도권 정치에서도 연방제에 대해 언급하기를 꺼려왔다. 이 글의 목적은 연방제 이론과 연방국가의 사례분석에 근거하여 북한의 연방제를 분석∙평가하는데 있다. 이 목적을 위해 먼저 연방제의 권력배분형태에 대해 검토할 것이다. 이를 통해 북한의 연방제는 얼마만큼 체계적인 논리구조를 갖고 있는지 이론적인 평가를 할 수 있을 것이다. 둘째, 미국, 독일, 스위스 등 주요 연방국가들이 연방제를 채택한 배경과, 중앙과 지방정부간의 권력배분∙대표권 설정방식에 대해 살펴보겠다. 셋째, 북한이 완성된 국가로서 제시되었던‘고려민주연방공화국창립방안’과 ‘낮은 단계의 연방제’는 어떤 차이점이 있는지 살펴보겠다. 마지막으로 결론에서는 북한의 연방제가 가지고 있는 정치적 의미를 이론적∙정책적 평가를 통해 그 함의를 고찰하고자 한다.

Abstract

Lee Hoi-Chang, the president of the Liberty Forward Party and a main figure in conservative blocks, proposed a ‘small but strong federal state’ which is significant in that it provided the basis for open talks on the federal unification of the two Koreas. Until this day, federalism was considered a North Korean solution to the unification problem or a topic of interest to radicals which was not to be uttered amongst scholars nor politicians even. The purpose of this article is to analyze and evaluate North Korea’s federation scheme in view of federation theories and case analyses of existing federal states. Firstly, power distribution form of federation will be examined, with which we can evaluate theoretically on how systemic or logical structure North Korea’s federation scheme has. Secondly, we will examine background of why the US, Germany, and Switzerland adopted federation system, and their ways of setting up representation and power distribution between central and local governments. Thirdly, ‘low-level federation’ and ‘Confederal Democratic Republic of Koryo’ which was presented by North Korea as a final stage of inter-Korean unification will be compared. Lastly, in conclusion, political significance of North Korea’ federation scheme will be examined with theoretical and political evaluation.
