미국 정치의 양극화와 대외정책: ‘중도의 몰락(Dead Center)’ 논쟁의 이해

초록

최근 미국 정치학계에서‘중도의 몰락(Dead Center)’논쟁이 활발하다. 2007년 쿱찬과 트루보위치는 정당정치의 양극화 심화로 초당파적 협력을이끌었던 온건 중도파 의원들이 설자리를 잃게 됐고 이 때문에 미국 외교정책의 근간인‘자유주의적 국제주의’도 쇠퇴했다는‘몰락론’을 제기했다. 이후 외교정책에 있어서만큼은 아직도 초당파적 협력이 이뤄지고 있고 자유주의적 국제주의도 건재하다는‘건재론’의 반발이 뒤따랐다. 이들은 자유 국제주의와 초당파적 협력의 개념과 그 실증적 지표들, 그리고 그에 따른 미국 대외정책의 처방을 놓고 공방을 벌이고 있다. 이 논문은 중도의 몰락 논쟁의 개념적, 실증적 이슈들 및 그 학술적, 실천적 함의를 검토한다.

Abstract

Recently the ‘Dead Center’ arguments have been waged among American political scientists; while one argues that the moderate senators who have been leading bipartisan cooperation are losing their stance due to ‘polarization’ of political parties, and which leads to the ‘demise’ of liberal internationalism, the other insists that bipartisan cooperation on, at least, foreign policy exists and liberal internationalism still stands firm. This article examines the theoretical and empirical issues of the ‘Dead Center’ debates and their implications for American foreign policy and Korean-American relations.
