내항선 화물 적재․고박 등에 관한 기준 개선에 대한 연구 - 제주도항로의 비표준 철재상자를 중심으로 -

Abstract

Given the geographical characteristics of Jeju Island, the maritime and port sector is regarded as very important. Therefore, it is necessary to improve the relevant laws and policies related to maritime industry and port logistics industry such as cargo handling facilities, logistics infrastructure and port hinterland, etc. in order to secure the smooth handling of inbound and outbound cargoes in Jeju Island. In particular, various issues have been raised due to a big gap between the existing legal system of the Ship Safety laws and regulations and cargo stowage and securing practices in respect of practical acceptability and applicability of cargo securing standards including securing non-standard steel boxes and cars and trucks on board since the M/V Sewol disaster in 2014. The reason is attributable to the fact that the government does not trust the ship operators behavior for the safety of cargo stowage and securing. Thus, this study proposed an amendment to the cargo stowage and securing standards reflecting various cargo stowage and securing methods adaptable to current ship operating practices as well as future-oriented and it is pointed out that shipowners and shippers should be fully compliant with the safety standards of cargo stowage and securing through recognizing their primary responsibility relating thereto.
