초록

본 논문의 목적은 1990년대 발생한 일본형시스템의 변동중 정치리더십의 변화를 살펴보려는 것이다. 이 논문은 이 시기에 1955년 이래 지속되어 온 이익유도형 정치리더십이 포퓰리즘적 정치리더십으로 변화했다는 것을 가정했다. 그러한 가정에 의거하여, 첫째, 55년체제하의 이익유도형 정치리더십의 특징을 간략하게 개관하였다. 둘째, 정치리더십의 변동이 발생하게 된 1960-1990년에 이르기까지의 사회변동을 정치적으로 유의미한 인구학적 변동을 중심으로 살펴보았다. 셋째, 사회변동으로 인해 발생한 무당파층의 정치적 특성과 그것이 1990년대 포퓰리즘적 정치리더십의 탄생에 어떻게 연관되어 있는지를 검토하였다. 넷째, 1990년대 이후 포퓰리즘적 정치리더십이 일본의 유권자가 제기해 온 정치적 요구에 어떻게 대응하였는가, 그리고 2001년 이후 코이즈미의 포퓰리즘적 정치리더십이 이익유도형 정치리더십과 비교하여 어떤 특성을 가지고 있는지를 살펴보았다. 이상의 검토를 통해, 본 논문은 포퓰리즘적 정치리더십이 이익유도형 정치리더십의 변형 이상의 의미를 가지고 있지 못하다는 결론을 내렸다. 즉, 포퓰리즘적 정치리더십은, 1990년대 이후 일본의 사회적 변화가 정치의 성숙을 필요로 하는 시점에 도달했으나, 정당정치와 시민사회 양쪽에 정치적 지체가 발생했으며, 이로 인한 정당과 시민사회의 괴리를 정서적 호소에 의해 결집하려는 불안정한 정치리더십의 유형으로 보았다.

Abstract

The Change of Japanese System and Political Leadership in 1990's: Focusing on the Birth of Populist Political Leadership and its Politico-Social Background, and Non-party ElectorateKim, Young Soo(Sungkyunkwan University)This paper intends to analyze the change of Japanese system, specifically change of political leadership in 1990's. It treats some following topics on the hypothesis that distributive political leadership was transformed into populist political leadership: (1) a general survey on the characteristics of distributive political leadership, the products of so called "year 55 regime", (2) examination on the meaningful demographic change in Japanese politics, that had brought the change of distributive political leadership, (3) investigation on the political behaviors of non-party electorate that had resulted from demographic change in Japan, (4) research of populist political leadership's response to the demands of Japanese electorate.This paper concludes that populist political leadership is no more than the other variation of distributive political leadership. In other words, populist political leadership is a transitional and unstable political leadership that had been brought into because of political retardation in both political party and civil society, although Japan society of 1990's needed a new political maturity.
