야마가타 아리토모는 명치유신 이후 일본의 외교와 군사정책에서 큰 영향을 남긴 인물이다. 본 연구는 청일전쟁 이후 러일전쟁 발발의 시점까지 야마가타에 초점을 맞추어 제국으로 발돋움하려던 일본의 외교 및 군사정책에 그가 어떠한 전략론을 제출하면서 일본의 대외정책을 움직였던가를 정치정세와 결부하여 고찰하여 하였다. 청일전쟁 직후 일시적으로 러시아와의 제휴론을 주장하였던 야마가타는 삼국간섭 이후 러시아와의 무력대결론을 불사하는 강경입장으로 선회하고 있다. 그리고 러시아와의 무력대결을 전제로 한 영국 및 독일과의 동맹론도 제기하고 있다. 이같은 야마가타의 대외정책론은 동시기 정당세력 및 이토 히로부미의 정책론과 길항하면서 일본의 대외정책 틀을 형성하는데 큰 영향을 주었다. 개인의 생각이 그대로 국가의 정책론과 연결되고 있었다는 점에서 야마가타는 명치시대를 상징하는'국가적 개인'의 하나였다고 할 것이다.
Abstract
General Yamagata Aritomo was an exemplary national hero who represents the Meiji period. He participated a process of Bousin Sensou(戊辰戰爭) in 1968 as the leader of the Kiheitai(奇兵隊) of the Choshu han(長州藩), and deeply involved in the formation of the Japanese modern Army right after the restoration. After elected as the prime minister in 1890, he suggested the way of national interest through the state address to the national diet. During the Sino-Japanese war, he himself did his role as a commander in chief. After the victory of Sino-Japanese war, he energetically tried to suggest the Japan's foreign policy based on the realistic assesment of international relations. This paper tried to introduce his diplomatic and strategic views at that time in comparison with other important politicians and military strategists such as Ito Hirobumi. In sum, we can find that lots of foreign policy after the Sino-Japanese war were decided by the leadership of Yamagata Aritomo. We can call him as a 'national individual' in that sense his policy idea gave a important direction to the national foreign policy at that time.
