제국주의 질서와 조선의 식민지화:일본의 제국(帝國) 부상과 식민지 정책론 전개를 중심으로

국내외 학계에서는 19세기 말 이후 일본의 제국 부상과 아시아 지역에 한 식민지 팽창이 메이지유신 초창기부터 일관되게 진행된 제국주의 프로그 램의 결과라는 시각이 적지 않다. 그러나 최근 당시의 일본 정치외교사료를 분석한 연구들에서는 일본의 제국주의적 팽창이 1890년 청일전쟁 이후부 터본격화되었다는견해들이제기되고있다. 본고는야마가타아리토모(山縣 有朋), 이토 히로부미(伊藤博文), 이시바시 탄잔(石橋湛山) 등의 문서들을 중 심으로 메이지유신, 청일 및 러일전쟁, 그리고 한제국 병합 시기 등을 분기 점으로 하여 일본 국내 정치세력 간에 전개된 외정책론의 흐름을 개관하면 서, 일본제국주의와식민지정책론의변화양상을살펴보고자하다. 이 결과 각 시기마다 일본의 국력과 국제적 지위가 부상하면서, 일본 내에 서 외정책론에 관한 논쟁이 발생하고, 식민지 정책론은 그 연장선상에서 결정되고있음을확인하다. 청일전쟁전후(前後)해서는이토히로부미등의 조선 내정개혁론과 야마가타 아리토모 등의 조선반도 군사적 팽창과 이민이 식론 등이 립하고, 러일전쟁 시기에도 식민지 근화론과 식민지 확론 등이 립하다. 그리고 타이완과 한반도가 실질적으로 식민지화한 이후에 도 식민지역 자치육성론과 무단통치론 및 식민지 확론이 주요 정치세력 간 에전개되었다. 이같은논쟁과정에서결국국제정치적으로는당국과미 국에의한로벌식민지팽창, 일본국내적으로는식민지확론을주장하던 세력들의 정치적 우위, 그리고 주요 강국들의 일본 정책 방향에 한 승인 등이 결합되어 여타 약소지역에 한 제국 일본의 군사팽창론과 식민지 확 론등이정책으로이어지게되었다.
Abstract
Many Korean researchers have a tendency to date the beginning of Japanese imperialism back to a period of early Meiji Restoration. They presupposed that Japan cautiously began to take steps for the colonization of neighboring regions based on the imperial dream right after the Meiji Restoration. Contrary to this general understanding, this paper suggested that Japanese policy makers involved in harsh debates concerning the policy direction toward neighboring regions when Japan s position in the world rosed to more higher level in the late 19th century. When Japan accomplished victory during the first Sino-Japanese War, hard-liners such as General Yamagata Aritomo urged the necessity of further expansion toward the Manchuria by constructing railways across the Korean peninsula, whereas Prime Minister Ito Hirobumi and his friends Inoue Kaoru, who was dispatched to the Korean peninsula as an viceroy, tried to introduce some reform measures for the Chosun dynasty with the aim of modernizing neighboring countries. After the victory of Russo-Japanese War, hawkish leaders of Japan attempted to expand railway-system through the South Manchuria with the aim of expanding Imperial Japan s conquered territory, whereas reformist such as Ito tried to modernize Chosun area under the trusteeship of Imperial Japan. In each debates, Imperial Japan chose to colonize surrounding countries and expand its harsh rule over the colonial area under the strong influence of hawkish leaders in terms of domestic level. Also, Imperial Japan s choice was supported by other imperial countries such as the United Kingdom and the U.S.A. in terms of international level. Japan s path to the imperialism was the result of political choice by hawkish leaders in the domestic level as well as the recognition by other imperial powers in the international level.
