전후 일본 ODA 정책의 변화상 －해석과 평가－

Abstract

This research examines the Japanese ODA(Official Development Assistance) policy during 55 years since 1954. Then, I try to the interpretation and evaluation about the Japanese ODA policies from a macroscopic point of view. I think the Japan's historical experiences have influenced Japanese ODA policy, and have drawn the following change image. The first situation(1954-1976), Japanese ODA policy have been converged “the major economic power strategy” that was a Japan's national strategy. During that time Japan became the major economic power, and Japan pushes on for economic growth and the compensation after the World War Ⅱ. Then, Japanese ODA was utilized for Japanese economic development strategy. The second situation(1977-1990), Japanese ODA policy have been converged “Japan's international contribution strategy”. Japan is the top donor in 1989. The third situation(after 1991), Japanese ODA policy have been converged to support Japanese ideas and strategiesn, and those were not argued in this time. And that 21st century, Japanese international role and claim had begun to be realized.
