초록

본 연구는 전후 일본과 중국의 관계를 이해하는데 1970년대 초반이 일본의 중국에 대한 외교정책의 변화의 중요한 분기점이 되었다는 문제의식에서 출발한다. 일본은 1971년 중화인민공화국의 UN 가입 결의안에 반대했다. 그러나 1972년에는 중화인민공화국을 외교적으로 승인하여 국교를 정상화하였다. 본 논문은 이 시기 일본의 대중국 외교의 표면적 미스매치의 이면에 심층적 외교 전략과 정책 논리가 있었음에 주목하고 그 배경과 내용을 검토한다. 일본은 대 중국정책(중화민국과의 평화조약 양립문제), 대 미국정책(오키나와 반환), 대 UN정책(안보리 상임이사국 진출 추진)을 복합적으로 고려하고 있었다. 당시의 사료 및 문서를 기초로 할 때, 일본의 중국 대표권 문제에 대한 정책의 변용은 단절적이고 급진적이기 보다는 경로의존성에 기반하여 점진적으로 추진되었음을 추론할 수 있다. 이 점은 또한 미국의 중국 정책과 차별성을 추구하려는 일본의 중국 정책의 외교 전략적 고려가 있었음을 방증한다. 일본의 입장 변화와 전략 수정은 일본의 국익의 극대화와 중일 간 상호이익의 추구에 제한적이나마 기능하였으나, 탈냉전 이후 봉인된 갈등의 표층화라는 유산을 남겼다.

Abstract

This research aims to understand the postwar relations between Japan and China by examining the background and the process of Japan's foreign policy change toward PRC in the early 1970s. In 1971, Japan stood against the UN Resolution A/RES/2758(XXVI), 'Restoration of the lawful rights of the People's Republic of China in the United Nation'. And Japan established diplomatic relations with PRC in 1972. Does this represent the Japanese government's inconsistent policy toward PRC? This research finds out that Japan, in domestic politics, had discussed about Chinese representation issue with contradictory perspectives for a relatively long time. And it focuses on the diplomatic strategies and political logics behind the superficial mismatch. By reviewing the official documents, it examines Japan's national interests and the path and junction of foreign policy toward China(PRC and ROC). Even though Japan took the similar approach to this issue with US, it had complex considerations based on its China policy(Japan-ROC Peace Treaty in 1952), its US policy(the reversion of Okinawa), and its UN policy(challenge for a permanent member of UN security council). It can be inferred that Japan's policy toward China progressed gradually with path-dependence, rather than punctuated and radical change. Also it tells about the Japan's strategic consideration trying to find difference from US' China policy. On one hand Japan's seemingly overall change of the position and circumstantial strategy played a role of pursuing mutual interests between Japan and China for a while, but on the other, it left a legacy of unresolved conflicts coming to the surface in the future.
