공공부문 정규직 전환 자회사 설립 정책의 효과성 분석: 자회사의 경영성과를 중심으로

1990년대부터 시작된 글로벌 외환위기와 국내 경제위기를 겪게 된 우리나라 산업계는 노동구조의 비용절감을 위해 비정규직이라는 불안정한 인력제도를 적극적으로 도입하고 운영하기 시작하였다. 하지만 비정규직의 확대가 근로자 고용안정과 노동처우 측면에서 사회적 양극화를 지속적으로 야기한다는 비판을 받게 되면서, 정부는 비정규직 문제를 해결하기 위해 다양한 노력을 수행하게 되었다. 이러한 시대적 배경을 바탕으로 말미암아 2018년부터 ‘공공부문 비정규직 정규직 전환 자회사’들이 활발하게 설립되기 시작하였다. 그간 정부 주도의 공공부문 정규직 전환 정책과 이에 대한 선행연구 대부분은 노동학적 관점에서 근로자 처우개선이나 복지 차원의 연구들이 수행되어 왔다. 본 연구에서는 기존의 노동학적 관점이 아닌 경영학적 관점으로 정부의 공공부문 정규직 전환 정책이 정책 수행 기업(공공기관 자회사 형태)에게 미친 영향을 살펴보고자 하였다. 분석을 위해 공시데이터를 활용하여 정규직 전환 자회사들의 정보를 수집 및 활용하였으며, 방법론으로는 성향점수매칭법(PSM)을 적용하여 선택편의에 대한 문제를 해결하고자 하였다. 분석결과를 살펴보면 정규직 전환 자회사는 특성이 유사한 민간부문의 기업과 대비하여 ①고용창출, ②기업성장, ③수익창출면에서 상대적으로 우수한 성과를 보이고 있음을 확인하였다. 즉, 자회사 설립을 통한 공공부문 정규직 전환 정책은 고용안정성 강화와 근로자 처우개선뿐만 아니라, 기업의 지속적 성장과 같은 긍정적 영향을 미쳤다는 점에서도 사회 파급효과가 큰 정책이었음을 시사한다.
Abstract
Starting from the 1990s, the korean industrial having experienced economic crises began to actively introduce and implement unstable employment systems such as non-permanent employees to reduce labor costs. However, as the proliferation of non-permanent employees faced ongoing criticism for causing social polarization in terms of employment stability and labor conditions, the government undertook various efforts to address the issues related to non-permanent employment. Due to this historical background and policy basis, the public sector will actively establish subsidiaries for transition non-permanent employees to permanent employees in 2018. This study examines the government's permanent employees transition policy from a quantitative business perspective rather than the previous qualitative laborological perspective. For analysis, public data was used to utilize information from subsidiary companies that transition to permanent employees in the public sector, and the propensity score matching method(PSM) was applied as a methodology to solve the problem of selection bias. If you look at the analysis results, ①Job-creation, ②Company-growth, ③Revenue-generation show a greater disparity in public sector permanent employee transition subsidiary companies compared to private sector companies. Through this, it has been determined that the policy is effective, as it enables not only employees but also companies to achieve continuous growth through the method of subsidiary company and this growth establishes a foundation for improving employees conditions.
