본 논문은 전후일본 정치경제시스템에 대한 1990년대 이후의 경제담론을 다루고 있다. 관료주도 거버넌스, 일본형 기업지배구조, 일본형 고용제도, 일본형 재분배시스템의 특수성으로 파악되는 전후일본 정치경제시스템에 대해 1990년대에는 구조개혁론의 부정적 인식과 점진개선론의 긍정적 인식이 대립하였다. 구조개혁론과 점진개선론은 1990년대 이후 각 정권의 경제정책 방향에 크게 영향을 준다. 모든 정권의 경제정책에는 전후일본 정치경제시스템의 여러 성격들의 변화와 유지에 대한 판단과 변화의 적절한 폭과 속도에 대한 판단이 전제되어 있다. 구조개혁론의 순수한 형태의 적용으로 부를 수 있는 고이즈미 정권기의 경제정책을 제외하고, 다른 정권기의 경제정책에서는 구조개혁론과 점진개선론의 선별적 융합이 보인다. 한편 최근에 들어서 구조개혁론으로 대표되는 성장론에 대해서 성장을 더 이상 ‘정상’ 상태로 파악하지 않는 탈성장론이 대두하여 구조개혁론과 대립하고 있다.
Abstract
This article examines economic discourses on Japan’s postwar political economic system since the 1990s. There have been the conflicting images on Japan’s postwar political economic system between structural reform discourse and incrementalism after Japan faced the long recession. While the Koizumi Cabinet fully accepted structural reform discourse on its economic policy, there were various mixtures of for-and-against toward Japan’s postwar political economic system’s sub-institutions in other Cabinets. In addition, post-growth discourse, not seeing growth as the ‘normality’ any more, is emerging as the anti-discourse against structural reform discourse.
