국제협력의 시각에서 본 일본 방위정책의 한계와 미래
International Cooperation and the Evolution of Japanese Defense Policy

탈냉전기 일본의 방위정책을 국제협력이라는 시각에서 유엔헌장에 규정된 주권의 발동으로서의 세 가지 안전보장 체제의 범주들로 (집단안전보장, 집단적 자위권, 협력적 안전보장) 나누어 살펴보았다. 첫 번째 범주와 두 번째 범주에 속하는 법률들과 정책들은 모두가 시간의 흐름을 따라 무기사용의 허용과 무력 사용과의 일체화의 범주가 확대되어가는 경향을 보이고 있으며, 이념적 토대로서의 세 번째 범주의 활동 또한 확대되어 왔다. 다음 단계 개정의 대상은 무력행사 유형들 사이의 경계구간을 좁히는 노력들이 이어질 것이며, 결국은 지금까지 주어진 모든 제약들이 하나씩 개정 대상이 될 것이며 그 순서는 앞으로 다가올 국제정치의 사건의 성격에 따라 달라질 것이다. 이 문제점들에 대한 개정요구는 결국 헌법9조의 개정을 촉구를 의미한다. 일본의 국제협력은 이처럼 적극적 협력활동을 위해서, 그리고 일본 외교와 안보에 있어서의 영향력 확대를 위해서 움직여가고 있다. 결국 국제협력은 새로운 방위정책의 목표이자 명분이라 할 수 있다.
Abstract
Japanese defense policy of the post-Cold War era is analyzed from the perspective of international cooperation and contribution. UN Charter categorizes security policies available to a country as attributes of sovereignty into three areas: Collective Security, Collective Self-Defense, Cooperative Security. This study illustrates that the dimension of Japanese defense policy also can explain the changes of the last decade. Evolution of laws and policies in the first and second category was focused on the questions of the use of fire-arms and the execution of violence. The third category was used as ideological basis for the expansion in its role in the U.S.-Japan alliance relationship. The evolution of defense policy is directed toward the revision of Peace Constitution. International cooperation as a goal of Japanese defense reform is also a cause for the reform.
