일본 원유수입에 차지하는 실질적인 중동 의존도는 90%를 넘고 있다. 이러한 관점에서 일본외교 과제는 특히, 일본과 산유국과의 관계에 국한에서 말하면 첫째, 산유국의 국토개발사업에 적극 참가해 장기적인 공급정책을 마련하는 것이다. 이러한 방법으로는 자주개발을 확대하는 것과 산유국의 국가건설에 협력하는 방법이 있을 수 있다. 둘째, 일본의 ODA를 적극 활용하는 방안이다. 즉 ODA를 에너지 절약 등과 관련한 기술제공에 활용하는 것이다. 이는 일본이 돈으로 원유문제를 해결하려는 것이 아니라 기술제공으로 원유와 교환하는 방식이 될 것이다. 셋째, 유전개발 및 권익확보 유지를 위한 외교력이나 정치력을 구비하는 것이다. 이를 위해서는 국제평화라는 관점에서 중동지역 문제를 해결하려는 자세가 요구된다. 이 때 미국과의 ‘마찰’이 예상되기도 하겠지만 이에 대한 ‘저항’도 필요하다. 저항을 통한 일본 독자외교의 모습을 중동에서 보일 것인지 아니면 순응을 통해 미국의 전략과 일체가 되어 안전판을 마련할 것인지의 문제이다. 이러한 일본의 자원외교 과제가 한국에 주는 시사점은 첫째, 한국의 국력과 민간회사의 능력에 걸맞은 아이템을 개발하는 것이다. 둘째, 유전의 독자적 개발 및 산유국의 국가건설에 적극 참여하는 것이다. 직접적 도움을 주기에 역부족일 경우 일본과 협력을 모색하는 것도 하나의 방안이다. 셋째, 현지실태 파악을 통한 틈새시장 선점 노력도 중요하다. 즉 일본 및 선진국들의 방식과 차별화된 방안으로 현지에 접근하는 것이다.
Abstract
Middle Eastern dependence degrees to occupy for Japanese crude oil import exceed 90%. Seeing from this point of view, the Japanese diplomatic problem is as follows. First, participates in nation building of an oil-producing country positively, and so it is to make a long-term supply policy. This method is to cooperate with national construction of an oil-producing country with extending Voluntarily Crude Oil Development(Jishukaihatsu). Second, it is to utilize Japanese ODA positively. It is to use ODA for an energy saving and a technical offer with connection. This is to change crude oil for a technical offer not solving the issue of crude oil with the money. Third, it is to possess oil field development and Japanese diplomatic power and political ability for rights and interests security. A point of view that is going to solve a Middle Eastern affairs from a point of view that international peace is necessary for this purpose. Friction with US is expected here, but resistance is necessary, too. Japanese diplomacy have been tested in this point.
