Abstract

In this paper, we examine some problems of the manifesto in the Japanese local election in 2007. By revision of the election law, the candidate of governor or mayor election was able to make and distribute his “Local-Manifesto” at public expense. Voting behavior based on the issue is promoted by pledges and manifestoes of the candidate. Therefore we can evaluate this law revision, but not enough. Some problems were left. According to my hearing and a survey for the members of prefectural assemblies, The “Local-Manifesto” has some problems. For example, they pointed out that it is the problem that campaign expense increases and that a system is false setting. Candidates and his supporters think that they are making the “Local Manifesto” as one of the campaign strategy.
