지방자치단체를 작고 효율적으로 운영하기 위하여 세계 각국은 많은 노력을 기울이고 있으나 실제로 ‘작은 정부’가 실현되었는가는 의문이다. 그 주된 원인은 바로 여러 가지 형태로 존재하고 있는 준정부조직의 존재 때문이지만, 그 조직적 특수성 때문에 정확하게 현황조차 파악되고 있지 못한 실정이다. 본 논문에서는 일본의 지방자치단체에서, 외곽단체라 불리는 준정부조직을 효율적으로 관리하기 위한 하나의 대안으로서 도입하고 있는 지방독립행정법인제도의 현황과 쟁점을 살펴보고, 일본의 지방자치단체가 이 제도를 채택하게 되는 이유를 살펴보며 그 장단점을 분석하고, 우리나라에 주는 함의를 제시하고 있다.
Abstract
In recent years, a lot of efforts are made in the world to make local governments 'small but strong', It is not clear, however, whether they reduced the actual size of local governments or not. The main cause is the existence of quasi-governments which cannot be had a feeble grip of its figures for the extraordinary characteristics. This study examines the definition of Local Independent Administrative Institution and differences between Local Independent Administrative Institution and other policy tools. Also the mechanism adopted, recent figures, its institutional merits and limitations, and key issues in Japan are considered. In conclusion, this study suggests key managerial issues and implication for korean local governments.
